The foaming cushion layer is used for replacing a traditional mute cushion, and the floor base material layer and the foaming cushion layer are co-extruded and formed at a time, so that the PVC floor base layer has the advantages of light weight, noise reduction and comfortable pedal feeling, meanwhile, the situation that glue is used for bonding the mute cushion can be avoided, the production procedures are reduced, and the production cost is reduced.
