The invention discloses rail damper mounting equipment. The rail damper mounting equipment comprises a clamping device suitable for being clamped on a rail and mounting equipment suitable for allowing an oscillator to be fixed to the clamping device. When the rail damper installation device is installed on the rail, the rail damper installation device and the rail form at least three clamping points. Also disclosed is a rail damping system comprising one or more such rail damper mounting devices. At least three clamping points/areas are arranged in the installation equipment, strong clamping force is provided, and the wedge-shaped rail bottom can be compressed through a very hard clamp.
