The invention discloses an inverted roadbed and pavement structure capable of comprehensively utilizing solid wastes. Comprising an upper embankment, a roadbed, a pavement subbase layer and a pavement upper base layer, wherein the upper embankment, the roadbed, the pavement subbase layer and the pavement upper base layer are paved in sequence; the upper embankment is filled with demolition and construction solid waste recycled aggregate; the roadbed is paved by cement-desulfurized slag-gypsum composite stable engineering muck; the pavement lower surface layer and the pavement middle surface layer are paved by the hot mix plant recycled SBS modified asphalt mixture, the upper surface layer is paved by the semi-flexible pavement material, and the asphalt wearing layer is paved by the high-viscosity modified asphalt mixture. Optimized combination design is carried out according to the stress characteristics and functional characteristics of all the structural layers, and the structure can be used for high-grade roads and has the advantages of being long in service life, high in driving safety and comfort and the like; the material selection of each structural layer accords with the green ecological development concept under the background of double carbon, and the reasonable utilization of bulk solid wastes in the field of road engineering is realized.
