According to the invention, a micron-sized cement, fly ash and silica fume ternary composite cementing material system and micron-sized coarse, medium and fine matched sea sand are used to form a concrete matrix with a dense skeleton structure, high chloride ion adsorption capacity and low free chloride ion content; a widely-distributed heat-conducting, reinforcing and toughening network is formed in a concrete matrix by doping molybdenum-chromium stainless steel and stainless steel microwires with micron-sized diameters; the composite use of the stainless steel microwires and the high-activity micron-sized silica fume/fly ash can strengthen an interface and increase the quantity of C-S-H gel in a hydration product so as to continuously reduce the content of free chloride ions, so that the seawater and sea sand ultra-high performance concrete has the advantages of compact microstructure, low free chloride ion content, high strength and high toughness, and can be used for preparing the concrete. And the method can be used for port engineering or maritime engineering concrete structures.
