The invention relates to a rotary limiting device and a material distributing machine. The rotary limiting device comprises a limiting connecting piece and a limiting rod, the limiting base is used for being installed on a distributing machine stand column. One end of the limiting traction piece is connected with the limiting connecting piece, and the other end of the limiting traction piece is connected with the limiting seat; wherein the limiting traction piece is configured to have a fixed length and can rotate for a preset number of turns around a material distribution pipe which is preset on a material distribution machine stand column. The limiting traction piece is tensioned and straightened after being coiled for a preset number of turns, and the limiting traction piece has a fixed length and cannot be stretched and deformed, so that further rotation of the large arm of the material distributing machine can be limited, and the effect that the large arm of the material distributing machine cannot continue to rotate after rotating for a preset number of turns relative to the stand column of the material distributing machine is achieved; therefore, even if the electric wire is wound outside the material distribution pipe, the electric wire cannot be pulled and broken due to excessive rotation of the large arm of the material distribution machine, the safety of the electric wire is guaranteed, and safe and reliable operation of the material distribution machine is guaranteed.
