The milling wheel grooving machine comprises a chassis and a platform, the platform is rotatably mounted on the chassis; a derrick mast vertical arm is mounted at one end of the platform; a driving device is mounted on the platform; a guide frame is hung on the top of the derrick mast vertical arm through a top pulley block; the tail end of the guide frame is provided with a hob and cone composite cutterhead through a power output device; a balancing weight is arranged on the guide frame or the thickness of a steel plate of the guide frame is increased to increase the weight. According to the invention, the cutter head crushes the rock, so that the rock can be excavated in the hard rock stratum, rock blocks are peeled off, and the excavation efficiency of the milling wheel grooving machine in the hard rock stratum is greatly improved; the front hobs, the cones, the inner hobs and the outer hobs of the hob and cone composite cutterhead are all rolling bodies, the torque needed by a machine is reduced, and therefore the energy consumption and the power requirement of the machine are reduced.
