An open sea open type breakwater wharf underwater wave-absorbing plate assembly type construction method comprises the construction steps that S1, a site around a project is selected, leveled and hardened, a prefabricated wave-absorbing plate concrete bottom tire is manufactured, and a component manufacturing area and a component storage area are arranged; s2, a reinforcing steel bar machining area is planned in a component prefabrication site, and finished concrete piers or steel structure supporting pads are arranged in a reinforcing steel bar and semi-finished product storage area; s3, during prefabricated wave absorbing plate construction, steel bar spacing and layer spacing are guaranteed; s4, prefabricating a wave absorbing plate formwork, and pouring by adopting a horizontal structure; s5, spraying and maintaining the wave absorbing plate; s6, the prefabricated wave absorbing plates are transported to a construction site; s7, mounting the wave absorbing plate; s8, after steel bars and concrete are poured at the secondary joints, the steel bars and the concrete are connected into a whole; and S9, a hoisting point of the prefabricated wave absorbing plate is buried in a horseshoe reserved hole, and secondary ash supplementing and sealing are conducted. The construction process is basically not affected by tide water, the mounting position and elevation control precision is high, the concrete construction quality is ensured, and the structural construction safety risk is reduced.
