The flatbed ship comprises a working platform and a controller, and a mattress pulling mechanism and a mattress sinking turning plate are arranged on the side, close to a river bank, of the working platform; a row stopping safety mechanism, a tying row stopping mechanism and a geotechnical cloth storage bin are sequentially arranged on the surface of the working platform, and a crane used for hoisting ballast blocks on the flat ship is arranged near the tying row stopping mechanism; an externally-hung grating storage cage used for storing the one-way grating is arranged on the side, close to the river channel, of the working platform; and the controller is connected with the working platform and the crane. The invention further discloses a construction method of the flatbed ship for laying the one-way grating soft mattress. The one-way grating soft mattress is assembled on a flat plate ship, and compared with an existing mattress sinking process, constructors do not need to work in water, so that the construction quality is improved; the mattress sinking construction technology is simple, the automation degree is high, material resources and manpower are saved, cost is low, economical efficiency is good, and mattress sinking quality can be guaranteed.
