The upper steel pipe, the upper steel hoop, the steel sleeve, the lower steel hoop and the lower steel pipe are sequentially connected in a penetrating mode from top to bottom. A plurality of steel columns are arranged in an internal area between the top end of the upper steel pipe and the bottom end of the lower steel pipe, and the top end of the upper steel pipe and the bottom end of the lower steel pipe are connected with to-be-connected steel pipe concrete in a clamped mode. The outer walls of the upper steel hoop and the lower steel hoop are connected with a plurality of steel plates distributed in an up-down double-layer mode in an attached mode, the edges of the steel plates abut against the edges of the I-shaped steel beams to be connected, and the abutting positions are connected with steel anchor plates used for shielding joints through bolts. The two ends of the steel sleeve are connected with the lower-layer steel plate of the upper steel hoop and the upper-layer steel plate of the lower steel hoop in an inserted mode respectively. The invention further discloses a construction method. According to the method, the use scenes of welding seams are reduced, and durability damage at the joints can be prevented.
