The invention discloses a recycled concrete water retaining belt based on slip form paving and a construction method thereof. The water retaining belt is prepared by mixing and pouring the following components in parts by mass: 40-50 parts of recycled asphalt mixture with the particle size of 0-3mm, 10-20 parts of recycled asphalt mixture with the particle size of 3-5mm, 30-50 parts of recycled asphalt mixture with the particle size of 5-10mm, 2-5 parts of water, 1.5-2.5 parts of cement, 10-15 parts of emulsified asphalt and 0.1-0.2 part of fiber. According to the water blocking belt, old road milling materials are fully utilized, waste materials are recycled, and the engineering material cost is saved by 70% or above; the water retaining belt can be constructed under the normal temperature condition, construction is convenient and fast, construction time is short, and traffic opening is early; during construction, carbon emission is avoided, environmental protection and no pollution are achieved, and the service life of the water retaining belt is remarkably prolonged.
