The outer-layer wave-starting tubular structure comprises an outer-layer steel pipe and an outer-layer wave-starting steel pipe; the inner-layer wave-starting tubular structure comprises an inner-layer steel pipe and an inner-layer wave-starting steel pipe; the protruding end of the outer-layer wave starting steel pipe faces the outer side of the pier, and the protruding end of the inner-layer wave starting steel pipe faces the inner side of the pier.
