The invention relates to a construction method of a steel casing outer sealing bottom underwater pile splicing system. The construction method comprises the steps that a main trestle and a branch trestle are erected; an outer steel casing is vertically put down along the first stable hoop and the second stable hoop and then is welded and fixed; an inner protective cylinder is placed in the outer steel protective cylinder, and the outer steel protective cylinder is pulled out; a pile casing outer wall gravel sealing bottom is formed at the bottom of the inner steel pile casing; the pile head of the existing pile foundation is cut through a pile breaking drill bit of the intelligent pile cutting machine in the steel casing; and a reinforcement cage is hoisted, and pile body concrete is cast to the cast-in-place pile cast-in-place elevation.
