The invention discloses a basement roof settlement post-cast strip pre-sealing advance water stop grouting device which comprises a first-stage waterproof layer, a second-stage waterproof layer and a third-stage waterproof layer, the first-stage waterproof layer comprises a plain concrete reverse ridge (202) and a water stop steel plate (201), and the extending end of the water stop steel plate (201) is provided with an upwards-bent water stop edge used for preventing rainwater from entering the lower portion of a settlement post-cast strip (105); and the second-stage waterproof layer comprises a prefabricated concrete plate (201), a pouring steel pipe (303) and a water stop ring (302). By arranging the two layers of waterproof structures, the waterproof performance of the settlement post-cast strip is effectively improved, meanwhile, due to the integrally-formed plain concrete reverse ridge in the first-stage waterproof layer, construction of a basement top plate concrete layer and the plain concrete reverse ridge is not independently conducted any more, the curing time is shortened, and the working efficiency is improved; and a pouring steel pipe is arranged in the second-stage waterproof layer, so that an effective solution is provided for the pouring construction step of the settlement post-pouring belt in the later period.
