Comprising the following components in parts by weight: 50 to 70 parts of hyperbranched polyether A, 120 to 140 parts of modified alkylene alkenyl polyoxyethylene ether, 17.5 to 24.3 parts of acrylic acid, 10.0 to 15.0 parts of sodium methallyl sulfonate, 1 to 6 parts of an initiator, 0.7 to 4 parts of a chain transfer agent, 0.23 to 2 parts of a reducing agent and 180 to 300 parts of water. The modified alkylene alkenyl polyoxyethylene ether is one or more of ethylene glycol monovinyl polyethylene glycol ether and 4-hydroxybutyl vinyl polyethylene glycol ether. The initiator is one or more of ammonium persulfate, potassium persulfate or hydrogen peroxide. The chain transfer agent is one or more of isopropanol, sodium hypophosphite or sodium formate. The reducing agent is one or more of vitamin C, sodium hydrogen sulfite or ferrous sulfate. According to the invention, the performance of the PCE is fundamentally improved. And the water consumption is reduced by reducing the cement consumption.
