The invention relates to a cast-in-place pile reinforcement cage mounting and positioning control device and method. The control device comprises at least three casing pipes used for being connected with main reinforcements of the reinforcement cage in a sleeved mode, a stirrup assembly used for connecting all the casing pipes into an integral structure, a measuring rod located in the center of the stirrup assembly and provided with scales and a plurality of sets of fixing rod pieces arranged at intervals in the axial direction of the measuring rod, and each set of fixing rod pieces comprises at least three fixing reinforcements. The at least three fixing ribs are fixed between the measuring rod and the at least three sleeves in a one-to-one correspondence mode, and the bottom elevation of the measuring rod is not higher than the bottom elevation of the sleeves. The technical problems that in the prior art, when the top of a reinforcement cage of a cast-in-place pile is lowered to the underground position, the reinforcement cage is difficult to press in again, and the specific depth of the reinforcement cage pressed in the underground position cannot be controlled are solved.
