The reinforcing material comprises an admixture and a replacement material, the replacement material is used for replacing fine aggregate in the recycled concrete, and water-quenched steel slag is selected as the replacement material; the admixture comprises a crystalline material, a polycarboxylic acid water reducing agent, a slump retaining agent and a temperature inhibiting agent, the crystalline material is a cement-based permeable crystallization type waterproof agent, and the dosage of the crystalline material is 0.5-2% of the weight of the water-quenched steel slag. Under the combined action of the admixture and the replacement material, the shrinkage rate of the recycled concrete is reduced, and the cracking resistance is improved, so that the cracking possibility of the recycled concrete is reduced.
