The invention discloses an inverted waterproof and thermal insulation integrated construction method which comprises the following construction steps: S1, pouring a pitched roof structural slab, and laying a leveling layer on the pitched roof structural slab; s2, pre-embedding an embedded part on the roof structural slab, and extending the embedded part out of the leveling layer; s3, a waterproof layer and a protective layer are sequentially laid on the leveling layer; s4, counter battens are welded to the embedded parts in the transverse direction of the pitched roof; s5, a row of heat preservation plates are laid in the transverse direction of the pitched roof, then a row of roof battens are welded to the counter battens in the transverse direction of the pitched roof, the heat preservation plates are pressed, anchor nails are installed at the welding joints of the counter battens and the roof battens, and the anchor nails penetrate into the heat preservation plates; s6, when a row of heat preservation plates are laid in the transverse direction of the pitched roof every time, the step S6 is repeated till the heat preservation plates are laid; and S7, the roof tiles are fixed to the ground anchors, the application range is wide, use is convenient, and safety and reliability are achieved.
