According to the invention, wind-induced structure vibration characteristic field measurement and foundation soil geological sampling are carried out on the substation site selection area through a surrounding environment data acquisition technology, so that comprehensive pre-detection and analysis of variable influence factors of the substation site selection area are realized; and a special early warning and alarming device is arranged aiming at the variable influence factors, so that early warning judgment can be made in time when follow-up changes occur.
