The invention discloses a suction tube and air bag combined assisted offshore bottom-sitting positioning jacket device which comprises a working platform supported by a plurality of vertical jackets, each vertical jacket is of a truss structure formed by four tubular chord members and web members connected to the chord members, and the four tubular chord members are internally provided with pressurized water tanks; the lower parts of the plurality of vertical jackets are connected with a horizontal jacket; a stabilization assisting system is arranged at the bottom of each vertical jacket and comprises a suction barrel auxiliary device arranged at the bottom of each vertical jacket, each suction barrel auxiliary device comprises a suction barrel with a barrel skirt opening facing downwards, a top cover of each suction barrel auxiliary device is provided with a ventilation valve and a water pumping device, and an air bag is fixed in each barrel skirt; the air bag is connected with an air pipe and a water pipe connected to an air pump and a water pump on the working platform. The device is used in cooperation with an offshore wind power barrel type foundation UK floating transportation installation ship, and positioning connection work and sinking installation work of the barrel type foundation at different water depths can be safely, rapidly, efficiently and economically achieved.
