The invention provides a device and a method for preparing II-type anhydrous gypsum from suspended phosphogypsum. The device comprises a drying system, a preheating calcining system, a cooling collecting system and a pipeline system. According to the device disclosed by the invention, the processes of drying, preheating, calcining, cooling and the like are combined through a pipeline system, so that gradient utilization of heat of the system is realized, energy is saved, consumption is reduced, soluble phosphorus and fluorine in phosphogypsum are effectively removed, and the phosphogypsum is accurately converted into excellent II-type anhydrous gypsum; the method follows the concepts of sustainable development and circular economy, resource utilization of phosphogypsum is achieved to the maximum extent, energy is fully utilized, high-temperature waste gas emission is avoided, the production cost is greatly reduced, and industrial large-scale production can be achieved.
