The method comprises the steps that firstly, various facilities, devices and objects needed in the sunken green belt regulation and storage system are installed; 2, during rainfall, a part of rainwater directly falls on the sunken green belt and infiltrates through soil; one part of the rainwater falls on a mechanical lane and a sidewalk, rainwater runoff is formed on the ground surface, and the rainwater runoff flows into the sunken green belt through a kerb notch and infiltrates downwards through soil; and 3, discarding the initial rainwater by a sewage interception facility, and discharging the rainwater into a sewage treatment system through a sewage pipeline for treatment.
