A reservoir is arranged on the downstream of the first flood interception dam in the river direction, and a stepped reservoir interception dam is arranged on the downstream position of the reservoir in the river direction. The device has the advantages that flood flowing into the sedimentation tank is settled, clear water is effectively utilized, clear water and silt are separated, and the ecological environment where people are located is fully improved.
