The waste asphalt mixture further contains a regenerant, the regenerant accounts for 7%-15% of the weight of asphalt in the waste asphalt mixture, the raw materials of the foamed asphalt comprise matrix asphalt, foaming water, an amine anti-stripping agent and absolute ethyl alcohol, the waste cement concrete recycled aggregates comprise recycled aggregates with nominal particle sizes of 0.36-4.75 mm, 4.75-9.5 mm, 9.5-16 mm and 16-19 mm, and the waste cement concrete recycled aggregates comprise recycled aggregates with nominal particle sizes of 0.36-4.75 mm, 4.75-9.5 mm, 9.5-16 mm and 16-19 mm. The waste asphalt mixture is graded according to the oil-containing particle size, and the weight ratio of fine waste with the oil-containing particle size of 0-6 mm, coarse waste with the oil-containing particle size of 6-16 mm, coarse aggregate and fine aggregate is 7: 3.
