The invention discloses a cement pavement construction process based on a road construction in-situ recycled water-stabilized base structure in the technical field of road construction, which comprises the following construction steps of: firstly, pretreating an old cement pavement, then crushing a cement slab for the first time, then crushing the cement slab for the second time, and finally crushing the cement slab for the second time; and then completing the construction of the gravel water-stable layer grading material: adopting a cold regeneration unit, spreading cement, mixing, strickling and rolling to complete the construction of the gravel water-stable layer, and finally paving an asphalt surface layer 7-9 days after the completion of the construction of the gravel water-stable layer, which is the same as the conventional cement-stabilized gravel layer, so as to complete the construction of the gravel water-stable layer. According to the technology, a crushing machine is adopted to crush the cement pavement on site, the original cement pavement can be crushed into particles with small particle sizes, then a certain amount of stabilizer is added on site to form a mixture with certain pavement performance, and the mixture is shaped, rolled and cured to form a pavement structure layer.
