The construction method comprises the steps that a steel pipe cylinder structure is assembled, specifically, the steel pipe cylinder structure is assembled and provided with a plurality of first steel pipes and I-shaped steel for connecting every two adjacent first steel pipes; construction of the steel pipe cylinder structures: driving the steel pipe cylinder structures to construction positions; steel sheet piles are constructed, specifically, the steel sheet piles are driven between the adjacent steel pipe cylinder structures; construction of dock gate structures: connecting the head and tail steel tube cylinder structures with the two dock gate piers respectively to form a closed dock; dock wall connection: water in the dock is discharged, and a post-cast strip is cast between the two opposite first baffles; backfilling between the first baffle and the steel sheet pile to form a second backfilling part; and surface layer construction: constructing above the steel pipe cylinder structure to form a surface layer.
