The deepwater foundation bed laying and leveling device comprises a frame, a plurality of hoppers are fixedly arranged on the frame, a conveying belt is arranged below the hoppers, a spiral frame is arranged at the end of the conveying belt, a rotating laying spiral is arranged in the spiral frame, the spiral frame is connected with the frame through a spiral frame lifting oil cylinder, and a plurality of crawler belts are arranged on the two sides of the frame. The crawler belt is connected with the frame through a supporting leg oil cylinder; a measuring unit is arranged on the frame, a detection rod is fixedly arranged at the end of the frame, and an ultrasonic detection distance measuring probe is arranged at the end of the detection rod. Different from other schemes needing rigid structures such as an excavating arm or a discharging pipe, the device is not limited by the water depth and can be used for laying and leveling a 100-meter deep water foundation bed; the laying and leveling operations are completed underwater and are irrelevant to ships on water, so that the sea conditions for operation are improved, and the laying and leveling precision is not influenced by severe sea conditions; the device can adapt to the rough polishing foundation bed which fluctuates up and down; laying and leveling are synchronously carried out, and one procedure can be completed.
