The invention discloses a rainwater collecting and recycling system based on roof greening and a control method of the rainwater collecting and recycling system. A greening device comprises a rainwater collecting tank, and a first water storage part communicates with the rainwater collecting tank through a water pump; a first one-way valve; the control system is electrically connected with the pump; the upper part and the lower part of the first water storage part are respectively communicated with the upper part and the lower part of the second water storage part, the upper part is in two-way communication, the lower part is in one-way communication, and the second water storage part is communicated with the greening device; the negative-pressure device comprises a negative-pressure pipe for injecting heavy liquid, a negative-pressure air inlet pipe capable of moving up and down, a negative-pressure air outlet pipe and a second one-way valve, the negative-pressure pipe is arranged in the second water storage part, the two ends of the negative-pressure air inlet pipe are communicated with the atmosphere and the heavy liquid respectively, the one-way valve is arranged in the negative-pressure air outlet pipe, and the two ends of the negative-pressure air outlet pipe are communicated with the negative-pressure pipe and the second water storage part respectively. Rain storage, water transfer and water and fertilizer integration are achieved, different negative pressure water potentials can be set according to vegetation types, and the requirements of different types of vegetation for the water content are met.
