The acoustic metamaterial sound absorption shutter structure comprises a plurality of silencing shutter strips, a mounting frame used for mounting the silencing shutter strips and a driving mechanism used for driving the silencing shutter strips to conduct angle adjustment and/or lifting adjustment. Each silencing shutter strip comprises a body frame, a high-reflectivity film and a plurality of mass blocks. The end part of the body frame is rotationally connected with the mounting frame, and a plurality of through holes are formed in the body frame and penetrate through the upper and lower surfaces of the body frame; films are attached to the upper surface and the lower surface of the body frame, so that the through holes are closed to form air cavities; the mass blocks are arranged in the air cavity, and the mass blocks are fixedly connected to the films on the upper and lower surfaces of the air cavity; a sound absorption unit cell is formed by the thin film, the air cavity and the mass block in the air cavity, a noise elimination unit is formed by at least one sound absorption unit cell, and a plurality of noise elimination units are arranged in the length direction of the noise elimination louver strip. The multifunctional silencer has the functions of angle adjustment, lifting adjustment, outdoor noise pollution reduction and the like, and particularly has high noise elimination performance in a low-frequency band.
