The invention discloses a high alite-belite-calcium sulphoaluminate cementing material synthesized at low temperature by utilizing industrial solid waste and a method, limestone, sandstone, fly ash, copper slag, phosphorus slag and gypsum are used as raw materials for raw material proportioning, and the high alite-belite-calcium sulphoaluminate cementing material is prepared through low-temperature calcination. In the raw material, industrial solid wastes such as the copper slag and the phosphorus slag are used as raw materials for raw material proportioning instead of being used as a mineralizer for external doping. According to the invention, industrial solid wastes such as the copper slag and the phosphorus slag are used as raw materials for raw material proportioning for the first time, and the high alite-belite-calcium sulphoaluminate cementing material is prepared by adopting a low-temperature calcination process, so that on one hand, resource utilization of the industrial solid wastes can be realized; and on the other hand, destructive influence on process equipment due to doping of a fluorite mineralizer can be avoided.
