The invention provides a hydrophobic porous ceramic composite material and a preparation method and application thereof, and the preparation method comprises the following steps: mixing a ceramic raw material and a binder to prepare a molding material; extruding the molding material into blocks, drying and sintering to prepare a porous ceramic material; the preparation method comprises the following steps: soaking a porous ceramic material in a solution containing a carbon source, and drying to prepare a carbon source loaded porous ceramic material; and carrying out heat treatment on the carbon source loaded porous ceramic material to prepare the hydrophobic porous ceramic composite material. The mechanical strength of the porous ceramic material is improved by sintering the ceramic raw material, and the hydrophobic porous ceramic composite material in which carbon is firmly combined on the surface of the porous ceramic material and in the ceramic is obtained by performing heat treatment on the porous ceramic material loaded with the carbon source.
