The walking and vibrating system comprises an engine, an electric proportioning pump, a vibrating motor, an engine ECU (electronic control unit), a controller and a frequency sensor, the engine ECU is connected with the engine, an output port of the engine is connected with the electric proportioning pump, the electric proportioning pump is connected with a main oil port of the vibrating motor, and the frequency sensor is connected with the controller. The controller is connected with an electromagnetic valve on the electric proportioning pump, and the controller is connected with the engine ECU and the frequency sensor at the same time; according to the control method, when the rotating speed of the engine changes, the frequency sensor detects the change of the rotating speed of the vibration motor, a signal is transmitted to the controller, the displacement of the electric proportional pump is adjusted through the output of the controller, and therefore the change of the rotating speed of the vibration motor is achieved. While the vehicle speed is changed, the displacement of the electric proportioning pump can be automatically adjusted, and the vibration frequency is kept unchanged; and the compaction efficiency is improved while the compaction quality is ensured.
