The invention relates to a combined device and method for a vertical static load test of an overwater anchor pile method. The two portal frames are arranged at the two ends of the overwater bearing platform respectively, the steel beam penetrates through the space of the #-shaped foundation pile connecting assembly I to be tested and the space of the #-shaped anchor pile connecting assembly II, and the two ends of the steel beam are arranged below cross beams of the portal frames in a suspended mode respectively. The to-be-tested foundation pile connecting assembly I is arranged in the middle of the steel beam, the two anchor pile connecting disc assemblies II are arranged at the two ends of the steel beam respectively, and the lower end face of a connecting disc I of the to-be-tested foundation pile connecting assembly I and the lower end face of a connecting disc II of the anchor pile connecting assembly II are located on the same horizontal plane. The anti-pulling jack is arranged between an upper tensile small cross beam I of the to-be-tested foundation pile connecting assembly I and the steel beam; the compression-resistant jack is arranged between the steel beam and the connecting disc I of the to-be-tested foundation pile connecting assembly I; and the recording platform is arranged beside the to-be-tested foundation pile below the middle part of the steel beam. According to the invention, compression resistance and pulling resistance static load test devices are combined into one, the conversion can be easily realized, the installation is fast, and the test result is reliable.
