The invention discloses a low-heat cementing material, which is prepared from the following ingredients in parts by weight: 50 to 60 parts of cement clinker, 30 to 40 parts of graded fly ash, 0 to 10 parts of gypsum, 5 to 10 parts of exciting agents and 0.1 to 0.3 part of conditioning agents. The graded fly ash comprises the following components in parts by weight: 50-60 parts of original-state fly ash, 20-30 parts of medium-fine fly ash and 10-20 parts of superfine fly ash; the exciting agent is a mixture of modified metakaolin and high titanium slag micropowder according to a mass ratio of 1: 1; the conditioning agent is prepared from the following components in parts by weight: 40 to 50 parts of 2-hydroxyphosphonoacetic acid, 20 to 30 parts of tartaric acid and 20 to 30 parts of sodium thiocyanate; according to the invention, the early hydration reaction heat is reduced, the early mechanical property is improved, the collaborative development of low heat and early strength is realized, and the problem of contradiction between early strength and low hydration heat under a portland cement-based cementing material composition system in the prior art is solved.
