The invention discloses a construction method of a composite foundation with an overlying hillstone layer and an underlying soft soil vibro-replacement gravel pile, which comprises the following steps: filling hillstone on a seabed sludge layer to form an overlying deep hillstone foundation; a pile position is determined in a target area of the overlying deep hillstone foundation, a rotary drilling rig is used for burying a pile casing to the preset depth of the pile position, and the bottom end of the pile casing needs to exceed the overlying deep hillstone foundation to enter a silt layer; then vibro-replacement gravel piles are constructed on the silt layer section by section till the bottom of the pile casing; and then, the pile casing is pulled out, and vibro-replacement gravel piles are constructed in the overlying deep and thick rock foundation section by section from bottom to top till the ground. According to the method, the pile casing is embedded in the overlying rock stratum by adopting the rotary drilling guide hole, the construction process is simple and convenient, the cost is low, and the quality is controllable. The vibro-replacement gravel piles are constructed in two sections, the feeding mode of the silt layer gravel piles is controllable, and the pile forming quality is controllable.
