The invention discloses an energy-saving hydraulic system and a loader. The hydraulic system comprises a hydraulic oil tank, a steering gear pump, a working gear pump assembly, a priority valve, a one-way unloading valve and the like. An EF port of the priority valve is connected with an oil inlet of the multi-way valve through the one-way unloading valve, when the working hydraulic system is in a high-pressure small-flow working condition or a high-pressure overflow working condition, redundant oil converged to the working hydraulic system by the steering hydraulic system can be unloaded through the one-way unloading valve, and energy loss and system heating caused by high-pressure overflow of the steering hydraulic system are avoided. A gear pump in the working gear pump assembly sucks oil from a hydraulic oil tank through a variable throttle valve, the oil returns to the hydraulic oil tank through a rotating speed sensing control valve and a low-pressure overflow valve when no load signal exists, and the gear pump does not provide flow for a multi-way valve any more, so that the energy loss of the system is greatly reduced; the lubricating oil absorption flow of the pump is automatically matched according to the rotating speed change of the working gear pump, the energy consumption is reduced, and the use reliability of the gear pump is ensured.
