The transverse complete self-resetting damping system comprises two bridge tower columns which are oppositely arranged in the transverse direction of the bridge; the bridge tower cross beam is connected between the two bridge tower columns; the main beam is arranged above the bridge tower cross beam; the fixing assembly is arranged at the bottom of the main beam, the fixing assembly comprises two groups of anchoring blocks, and each group of anchoring blocks comprises two anchoring blocks which are symmetrically arranged; the FRP cable assembly comprises two groups of FRP cables, each group of FRP cables comprises two symmetrically arranged FRP cables, the FRP cables are made of FRP materials, one ends of the FRP cables are anchored on the tower columns of the bridge tower, and the other ends of the FRP cables are anchored on the anchoring blocks; one end of the transverse viscous damper is anchored at the top end of the bridge tower cross beam, and the other end of the transverse viscous damper is anchored at the bottom end of the main beam.
