The invention discloses a rigid and flexible plugging method for water in a tailing pond flood drainage channel, a grouting plugging section (8), a flexible plugging body section and a permanent structure plugging body section are respectively and continuously arranged in the tailing pond flood drainage channel from inside to outside, and the permanent structure plugging body section is composed of a concrete section (7) and retaining walls (5) respectively positioned on two sides of the concrete section (7). A section of inverted filter (1) which is not less than 1m is arranged on the upstream of the permanent structure plugging body section, and grouting is performed in a flood drainage channel by adopting cement tail mortar in a segmented manner through three pre-buried grouting pipes (4) with different lengths, so that a grouting plugging section (8) is formed.
