The invention discloses a formula of a modified immature soil material by utilizing oil sludge and cement ore, which belongs to the technical field of immature soil and comprises the following raw materials in percentage by weight: 11.5%-12.9% of oil sludge with reasonable mixing amount, 20.1%-20.5% of cement with reasonable mixing amount and 67.4%-70.5% of immature soil with reasonable mixing amount. According to the formula of the modified raw soil material by utilizing the oil sludge and the cement ore, the oil sludge is mostly composed of aromatic hydrocarbon and mostly acidic, chemical additives such as alkaline polymer extraction liquid or extraction liquid and cement showing alkaline property are commonly used at present, and a good curing effect on the oil sludge is achieved; secondary pollution caused by incineration and extraction of the oil sludge can be effectively relieved, 95% guarantee rate of compressive strength of the oil sludge and the cement modified raw soil material is 7-10 MPa, and 95% guarantee rate of peak displacement is 4.5-5.5 mm.
