Rail surface pretreatment is conducted, specifically, the rail surface is pretreated before rail surface ice and snow are removed, and rail surface snow is preliminarily removed; rail heating: heating the rail after removing the snow on the rail surface to melt the ice and snow on the rail surface so that the rail surface is separated from the top surface of the rail; ice and snow scraping: scraping ice and snow which are melted and separated from the rail surface of the rail; ice and snow are cleaned, and residual ice and snow are removed from the top face of the track to complete deicing. The accumulated snow and ice layer on the surface of the steel rail is pretreated before mechanical deicing, and the thick accumulated snow and ice layer is removed firstly, so that it is guaranteed that the subsequent heating and ice melting effect on the steel rail is sufficient, the deicing efficiency is improved, and deicing is more thorough and sufficient.
