The invention discloses a variable-diameter multilayer bidirectional mutual-shearing stirring drilling machine which comprises a drilling machine rack, a drill rod assembly, a power unit, a bidirectional mutual-shearing stirring drill bit, a rotary spraying variable-diameter unit and a grouting unit. The bidirectional mutual-shearing stirring drill bit performs bidirectional mutual-shearing stirring under the driving action of the power unit, and the power unit is connected to the drilling machine rack in a suspended mode; a high-pressure rotary jet grouting channel of the rotary jet reducing unit is arranged in an inner drill rod, a high-pressure rotary jet grouting nozzle is arranged between an outer stirring frame of the two-way mutual shearing stirring drill bit and a drilling and digging blade, curing agent grout passes through the high-pressure rotary jet grouting channel through a high-pressure rotary jet faucet to reach the high-pressure rotary jet nozzle to be jetted out, and under the action of the power unit, the curing agent grout is sprayed out through the high-pressure rotary jet grouting nozzle. Multi-layer two-way mutual shearing stirring and rotary high-pressure jetting are achieved, and the expanding two-way stirring pile is formed. The invention further provides a variable-diameter multi-layer bidirectional mutual shear stirring construction method. The variable diameter amount of the pile can be accurately adjusted through the high-pressure grouting pump, and variable diameter grouting can be achieved at the designed pile section through construction parameter control.
