The invention belongs to the technical field of nuclear power plant design, and particularly relates to a fuel plant arrangement scheme which is adjacent to a reactor plant (1) of a nuclear power plant and comprises a plant defined by a first wall body (7), a second wall body (8), a third wall body (9) and a fourth wall body (10), the first wall body (7) is vertically connected with the second wall body (8), the second wall body (8) is vertically connected with the third wall body (9), and the fourth wall body (10) is vertically connected with the second wall body (8). The third wall body (9) is vertically connected with the fourth wall body (10), the first wall body (7) and the fourth wall body (10) are respectively connected with the reactor workshop (1), the workshop comprises a second underground layer, a first underground layer, a first overground layer, a second overground layer, a third overground layer, a fourth overground layer and a fifth overground layer from bottom to top, and each layer is divided into a fuel operation area (2), an equipment area (3), a connecting area (4), a staircase (5) and a channel (6). The plant arranged according to the invention is small in volume, small in occupied area, capable of resisting aircraft impact and low in civil engineering investment cost.
