The invention discloses a foundation anti-pulling prefabricated hollow pipe pile body steel bar stripping device and a using method thereof. The device comprises an adjusting and positioning unit used for positioning the outer side of the end of a prefabricated hollow pipe pile. The fine adjustment driving unit is fixedly connected with the adjusting and positioning unit and used for telescopically adjusting the stripping position; the stripping driving unit is fixedly connected with the other end of the fine adjustment driving unit and comprises a rotating assembly driving the stripping driving unit to rotate and a stripping execution assembly, and the stripping execution assembly comprises a component connecting plate and a stripping cutter driving assembly used for cutting a concrete layer. According to the method, the pile body reinforcing steel bars at the ends of the prefabricated hollow pipe pile are specifically stripped by adopting an end sleeving mounting and positioning mode, and meanwhile, the surfaces of the reinforcing steel bars exposed out of the outer surface can be welded only by adopting a stripping device to strip an outer concrete layer; the contact area of the extension steel bar and the pile body steel bar is increased, and the connection strength is effectively improved.
