The method provided by the invention improves the reutilization rate of the regenerated micro-powder, reduces the consumption of cement clinker, is beneficial to reducing carbon emission in the cement industry, and has a good promotion effect on protecting the ecological environment and realizing carbon neutralization in the building material industry. The invention also discloses a preparation method of the low-carbon composite cementing material, and low-carbon mortar or low-carbon concrete containing the low-carbon composite cementing material.
