The invention relates to the technical field of electric highway compaction, in particular to a highway engineering structure layer compaction device and method. The tamping device comprises an excavator and a tamping frame installed at the end of a swing arm of the excavator, the interior of the tamping frame is located at the bottom of a hydraulic assembly and is in bolted connection with a tamping mechanism used for tamping a highway engineering structure layer, and the tamping mechanism at least comprises an impact part and a tamping hammer. The rammer compacts the surface of a highway engineering structure layer, the auxiliary pressing assemblies on the periphery of the rammer can hammer soil on the periphery of a rammed pit, the effective area of single-time ramming is increased, and the working efficiency is improved; the auxiliary pressing assembly can prevent rammed soil blocks and rocks from splashing; when the auxiliary pressing assembly is folded, soil protruding out of the periphery of the ramming pit can be grabbed into the ramming pit, and secondary ramming is conducted; and the impact part is rapidly lifted up to drive the vibration assembly to apply upward pulling force to the rammer and enable the rammer to vibrate, so that soil and rocks adhered to the bottom of the rammer can be vibrated off in time.
