The invention provides a power generation energy-saving module for a building surface, the power generation energy-saving module comprises a phase change energy storage layer, a low-emission high-absorption layer, a thermoelectric power generation layer and a high-emission low-absorption layer which are stacked from bottom to top, the phase change energy storage layer comprises a phase change capsule, the phase change energy storage layer is used for releasing stored solar radiation energy when the external temperature is lower than the phase change temperature of the phase change capsule so as to serve as a heat source of the thermoelectric power generation layer; according to the power generation energy-saving module for the building surface, the function of all-weather continuous power generation is achieved in different temperature environments through the temperature difference between a cold source and a heat source, meanwhile, other chemical energy sources are not consumed, and then power generation energy consumption is reduced; meanwhile, through the high-emission low-absorption layer arranged on the top layer and the phase change energy storage layer arranged on the bottom layer, external heat invasion is reduced on the whole, and then the energy-saving function of a building body loaded by the energy-saving building in the aspect of heat management is achieved.
