The invention provides a position-adjustable limiting temporary cross brace bracket for leaning tower construction and a leaning tower construction method.A jack clamping mechanism is installed on a jack base plate and used for clamping a jack of a temporary cross brace; a hydraulic position adjusting mechanism is mounted on the bottom plate and is used for adjusting the position of the temporary cross brace; limiting mechanisms which are oppositely arranged are respectively mounted on the pair of limiting baffles and are used for limiting the temporary cross brace; a linkage mechanism is arranged between the hydraulic position adjusting mechanism and the limiting mechanism and used for achieving linkage between the hydraulic position adjusting mechanism and the limiting mechanism. The limiting mechanism and the hydraulic position adjusting mechanism can cooperatively work in a linkage mode to jointly conduct vertical and longitudinal accurate leveling on the temporary cross brace, and the problem that due to the fact that the position of the temporary cross brace is unreasonable, stress of the temporary cross brace is unreasonable, and then the construction quality of a bridge tower is poor is solved.
