Tensioning force is transmitted to the rotating shaft through the flexibility of the elastic element, normal force generated by the grinding wheel in the grinding process is counteracted, then it is guaranteed that the grinding wheel on the rotating shaft is tightly attached to the rail, the cutter relieving phenomenon of the grinding wheel in the working process is avoided, and the grinding quality is improved.
