The invention relates to a device and method suitable for accurately positioning steel tie rods of arch feet of a steel truss arch bridge, the device comprises first positioning steel plates and second positioning steel plates, the length of the steel tie rods in a concrete skewback foundation is L, the L is divided into n sections, the first positioning steel plates are arranged at starting nodes, and the second positioning steel plates are arranged at middle nodes; a plurality of through holes are formed in the first positioning steel plate and the second positioning steel plate, steel pull rods penetrate through the through holes, and the positions of the first positioning steel plate and the second positioning steel plate are fixed through quadrangular coordinates. Steel frame structures are arranged between the first positioning steel plates and the second positioning steel plates, between the adjacent second positioning steel plates and between the second positioning steel plates and the lower bearing plate. The steel frame structures are connected with the first positioning steel plates and the second positioning steel plates in a welded mode. The steel pull rod can be limited, the steel pull rod is prevented from deflection due to the dead weight or deformation due to impact of concrete pouring, and it is ensured that the long steel pull rod keeps vertical construction with the upper bearing plate and the lower bearing plate.
