The invention discloses a pneumatic dynamic penetration test device and a test method. The device comprises a rack, a consolidation bin, a driving air cylinder and a dynamic sounding rod, the consolidation bin comprises a bin cover and a bin body, a guide pipe is inserted in the bin cover, the driving air cylinder is arranged on the rack in a vertically movable mode through a height adjusting mechanism, the consolidation bin is located below the driving air cylinder, and the dynamic sounding rod is installed at the driving end of the driving air cylinder. And the driving cylinder drives the dynamic sounding rod to extend into the bin body through the guide pipe. The height of the driving cylinder is adjusted according to requirements, the cylinder pressure and the cylinder stroke of the driving cylinder are adjusted according to the initial speed required by test simulation, a sample is placed in the consolidation bin and below the driving cylinder, the driving cylinder is started, and the dynamic sounding rod is vertically and downwards accelerated to pass through the guide pipe under the pushing action of the cylinder; and then injecting into a sample in a consolidation bin to obtain mechanical parameters.
