The invention discloses an environment-friendly dewatering and drainage system for preventing leakage of a basement bottom plate and a construction method. The environment-friendly dewatering and drainage system comprises a foundation pit bottom of a basement outer wall and a tower elevator water collecting well, a plurality of dewatering wells arranged on a podium building basement bottom plate, and an advanced water stop post-cast strip for optimizing the basement bottom plate. A foundation pit drainage ditch water-collecting well is arranged beside the foundation pit outside the basement outer wall; a circle of foundation pit top intercepting ditch is formed in the top of the basement outer wall, a transfer water tank, a purification tank, a grit chamber and a sedimentation tank are sequentially arranged at the top of the basement outer wall, and a septic tank is arranged outside the basement outer wall; accumulated water of the drainage well, accumulated water of the advanced water stop post-cast strip of the basement bottom plate, underground water and accumulated water in the water collecting well of the foundation pit drainage ditch are communicated with the septic tank through the submersible pump and then flow to the municipal drainage well through the transfer water tank, the purification tank, the grit chamber and the sedimentation tank. The green dewatering and drainage system can effectively pump and drain underground water in time, the leakage rate of the basement bottom plate is greatly reduced, and leakage of the basement bottom plate is prevented.
